Practical Safety Trials
Each Practical Safety Trial measures runtime FCRA enforcement on one consumer-reporting workflow: the action a non-conformant agent would take, and whether the governor refuses it. The thirty specifications below are built and verified — every one reaches 100% coverage (transition, guard-branch, MC/DC, and UIO) under the deterministic engine. The trials run as governed deployments produce data; each hypothesis is signed and timestamped before its run, and the results — including the predictions the data does not confirm — are published as observed.
Status. Spec verified — the specification passes the engine’s full MUIO coverage. Trial forthcoming — the empirical enforcement evaluation is scheduled, not yet run.
Tier 1 — The Spine
The obligations every screening file touches: permissible purpose, disclosure and authorization, the adverse-action sequence, identity matching, disputes, obsolescence, adjudication, and public records.
-
Adverse-Action Sequence
The trial measures that the final action cannot execute before the pre-adverse-action notice and the waiting period.
-
Permissible Purpose
The trial measures that a report is furnished only on a permissible purpose verified at the moment of furnishing.
-
Disclosure & Authorization
The trial measures that procurement is gated behind a standalone disclosure and written authorization.
-
Identity Matching
The trial measures that an ambiguous identity match escalates to a person rather than attaching.
-
Dispute Reinvestigation
The trial measures that re-verification and the results notice complete within the thirty-day clock.
-
Obsolescence
The trial measures that out-of-window, sealed, and expunged items are suppressed.
-
Adjudication Matrix
The trial measures that no final disqualification issues without a recorded individualized assessment.
-
Public-Record Reporting
The trial measures that adverse public-record items report only on contemporaneous notice or strict procedures.
Tier 2 — Core Extensions
The workflows that distinguish a real screening operation: source coverage, database-to-source verification, tenant screening, investigative reports, file disclosure, monitoring, credentialing, and the medical and credit restrictions.
-
Source Coverage
The trial measures that a report is not completed until the agreed source set has been queried.
-
Database-to-Source Verification
The trial measures that a database hit is not reported until it is verified at the originating court.
-
Tenant Screening
The trial measures that the eviction-accuracy gate holds and tenant adverse action carries the disparate-impact step.
-
Investigative Reports
The trial measures that investigative-report interviews are gated behind the consumer disclosure.
-
File Disclosure
The trial measures that a file is released only after the requester’s identity is verified.
-
Reinsertion
The trial measures that a deleted item is reinserted only behind the five-day consumer notice.
-
Continuous Monitoring
The trial measures that each post-hire hit re-confirms permissible purpose and routes adverse hits into adverse action.
-
End-User Credentialing
The trial measures that an end-user account activates only behind permissible-purpose certification and FCRA attestation.
-
Medical Information
The trial measures that medical information is redacted unless the narrow statutory conditions are met.
-
Credit in Employment
The trial measures that credit-report use for employment is blocked where prohibited and exemption-checked.
Tier 3 — Governance & Data Lifecycle
Governance and the data lifecycle: disposal, retention, access logging, breach response, re-certification, verification methods, driving records, international search, furnisher accuracy, conflict reconciliation, and fraud alerts.
-
Data Disposal
The trial measures that disposal is gated behind a verified secure-destruction method.
-
Retention Schedule
The trial measures that expired records are purged and not re-retained.
-
Access Logging
The trial measures that report access is gated behind a logged permissible purpose and an authorized requester.
-
Breach Response
The trial measures that assessment precedes notification and the notice issues within the statutory window.
-
End-User Re-Certification
The trial measures that continued access is gated behind periodic end-user re-certification.
-
Verification Methods
The trial measures that verification completes only via the prescribed method and source for each credential type.
-
MVR / Driving Records
The trial measures that motor-vehicle-record use is gated behind a DPPA permissible purpose.
-
Drug-Screen Handling
The trial measures that the result is gated behind MRO review and kept out of the FCRA report path.
-
International Screening
The trial measures that a global search is gated behind source legality and cross-border consent.
-
Furnisher Accuracy
The trial measures that a furnisher dispute is investigated before it can be resolved.
-
Conflict Reconciliation
The trial measures that conflicting source data is finalized only when reconciled, and unresolved conflicts escalate.
-
Fraud Alert / Security Freeze
The trial measures that furnishing is gated behind honoring a fraud alert or security freeze.
